About This Tracker

Methodology, sourcing, verification, and how to report errors

How Tracker Content Is Produced

Each law entry in this tracker is initially drafted with the assistance of AI tools that review primary government sources. AI generation is used to populate all structured fields: dates, citations, summaries, enforcement details, and compliance tips.

AI-generated content is useful for identifying relevant legislation and structuring initial summaries, but it is not infallible. Known failure modes include date definition confusion (e.g., using passage date when enactment date was required), off-by-one date errors from timezone or indexing issues, and occasional reliance on secondary sources that themselves contain errors.

For this reason, every entry carries a two-tier verification status. Entries marked "Not yet human-verified" should be treated as preliminary reference material, not authoritative compliance guidance.

AI-Checked (Tier A)

Updated daily at 6:00 AM MT. The AI re-fetches each entry's primary source to confirm the URL is still valid and key fields (dates, citation) match the source document. This is a mechanical check — it detects broken links and obvious mismatches but does not perform legal interpretation.

Human-Verified (Tier B)

Updated when an admin user (site owner or designated attorney) reviews and confirms the entry's substantive accuracy, including: confirming the law has not been amended, verifying the compliance deadline is still operative, and confirming the impact rating is appropriate.

Review Cadence

AI checks: Daily at 6:00 AM MT — automated source verification for all tracked law entries.

Intelligence Feed: Generated every Monday at 6:00 AM MT — 10 curated Healthcare AI law news items.

Legislative session monitoring: Daily during active sessions; bi-weekly during intersession periods.

Human verification: Ad hoc by admin users. No fixed cadence — entries should be re-verified after any amendment or when a compliance deadline approaches.

Source Hierarchy

All date fields and statute citations must be sourced exclusively from Tier 1 primary sources. Secondary sources may provide context but are never used as the authoritative basis for any data field.

Tier 1
Required primary sources — use first, always

Dates, citations, and all factual fields must trace to a Tier 1 source.

  • ·State legislation: official state legislature websites (leg.colorado.gov, le.utah.gov, kslegislature.gov, etc.)
  • ·Federal statutes: congress.gov or govinfo.gov
  • ·Federal regulations: federalregister.gov
  • ·Agency guidance: official .gov agency websites
  • ·NIST publications: nist.gov/publications
Tier 2
Acceptable for context only — never for dates

These sources may help interpret a law but are not used as the basis for any structured data field.

  • ·Law firm client alerts (Holland & Knight, Sheppard Mullin, Hogan Lovells, etc.)
  • ·Legal news sites (National Law Review, JD Supra public articles)
  • ·Academic and policy analysis
Tier 3
Never use as a source for any field

These sources are excluded entirely.

  • ·General news articles
  • ·Wikipedia or encyclopedic summaries
  • ·Any secondary source that does not link back to a Tier 1 document
When a Tier 1 source cannot be found for a date, the field displays "Not confirmed — source needed" rather than an inferred or estimated value. A visible gap is safer than a confident wrong answer.

Impact Rating Methodology

Impact ratings reflect the operational compliance risk for a large integrated health system or health plan operating in the tracked jurisdictions.

Critical

Enforceable obligation with direct civil penalty exposure, personal liability risk, or private right of action. Requires immediate compliance action.

High

Regulatory requirement subject to agency audit or investigation, without direct civil penalty exposure. Requires compliance planning.

Medium

Pending or proposed rule; monitoring required but no compliance obligation yet. May become High or Critical on enactment.

Low

Informational guidance, voluntary standard, or non-binding framework. Awareness recommended; no compliance action required.

Watch

Early-stage legislative activity or preliminary regulatory signal. Track for development; no compliance action required at this time.

Handling Conflicting Sources

If two Tier 1 sources give different dates for the same event, the conflict is flagged, the discrepancy is displayed to users with both sources, and the field is not resolved unilaterally. The entry is marked as requiring human verification. Admins are notified to review the conflict and determine the correct value based on the official legislative record.

How to Report an Error

If you identify an error in any law entry — including an incorrect date, a missing citation, a broken source link, or inaccurate summary text — please report it to the site administrator. Include:

  • · The law entry name and field with the error
  • · The correct value (with your primary source URL)
  • · The specific section or clause in the primary source where the correct value appears

Report errors to your site administrator. Verified corrections will be applied and logged in the law entry's amendment history.

Disclaimer: This tracker is intended as a compliance monitoring aid, not as legal advice. All entries should be independently verified against primary sources before being relied upon for compliance decisions, board presentations, or legal filings. Human-verified entries have been reviewed by a designated attorney, but verification does not constitute legal advice and does not replace the judgment of qualified counsel familiar with your organization's specific circumstances.
